But even as alleged criminals do they really have anything to fear. Even as criminals they will mostly like go unpunished as long as the ICC can be vetoed by any of the UN Security Council members. The same is unfortunately true of Harper's Government involvement in torture and corruption of justice.

As long there is no accountability before the Law, justice has been corrupted. The corruption of justice destroys a people.

Amos
Ezekiel
Hosea
I purposely have not given verse references, because without reading with a searching mind you will not understand the destruction conceived by the corruption of justice.

"some critics have suggested that Article 16 does not go far enough and in fact undercuts the role of the P-5 by requiring an affirmative vote to stop the prosecutor.(72) The Security Council only has the power to allow an investigation or prosecution to continue, but not to stop one. Conversely, others have expressed fears that the Security Council’s deferral power could eviscerate the independence of the prosecutor and the Court.(73)"

http://www.parl.gc.ca/Content/LOP/researchpublications/prb0211-e.htm#jurisdiction

“If some States are able to use the ICC for their political motives, or if some individuals are beyond the reach of the ICC because of their position within a State, the Court will lose credibility, human rights will continue to be violated, and democratic development will be stifled. We understand that some States propose granting the Security Council sweeping powers to determine the docket of the Court. The granting of such powers to an essentially political body is incompatible with the establishment of an effective judicial body. The Court requires total independence in order to guarantee that the highest standards of international justice are respected.”

The Monarchy powers the PM currently enjoys MUST be removed.

Quebec is considering sovereignty to escape Harper's tyrannical rule.

"This isn't a tough-on-crime measure we're seeing today — it's a tough-on-democracy measure," Quebec Justice Minister Jean-Marc Fournie

He said he will now study all measures available so that Quebec can maintain its own approach to crime-fighting.

Quebec says it can't understand why, with some of the lowest crime rates in the country, its own lenient approach would be ignored in favour of expensive policies that have failed elsewhere.

"This is a clear illustration — yet another illustration but a very, very serious illustration — of the major dysfunction that the Canadian federation can cause," said PQ justice critic Veronique Hivon.

Harper is not tough-on-crime. Both because the land market values farmland for its non-farm uses, particularly residential and industrial uses, and because of the prevalence of conflicts that result from different land uses in close proximity to one another, the agricultural importance of the land is undermined. Farmers cannot access land for agriculture because of its cost and there is a shortage of land for leasing due to non-farm uses.

Farming in the South Coast area is also characterized by relatively low gross farm receipts due to these land costs,

Both of these characteristics – high land prices and low gross farm receipts – discourage capital investment and product innovation, and prevent new farmers from entering the market

-------------------
Farm land can only be preserved if it priced so that farmers can profitable earn a living farming.

The agriculture land trust fund which must be paid into when taking agriculture land out of production, would create a price buffer between the price of land seen by developers and farmers. The Contempt of Parliament by the Conservative Government, could not be ignored by the opposition Political Parties and as result the opposition voted against the budget causing the May 2011 election.
http://www.elections.ca/res/loi/his/2000/TabOffences_e.pdf

On March 21, 2011 a House of Commons committee ruled that the Harper government was in contempt of Parliament – an offense against the authority or dignity of Parliament, including disobedience to its commands or libel against it or its Members. Punishment for such an offense may take a variety of forms, up to and including imprisonment.

On March 25, 2011 the finding of contempt led to a motion of non-confidence introduced by Liberal Leader Michael Ignatieff. The NDP and BQ supported them, which resulted in the adjournment of the 40th Parliament of Canada, and made Prime Minister Stephen Harper’s government the first to fall on a charge of contempt of Parliament.

The prime minister of a minority government only holds his or her office as long as the “confidence of the house” is maintained. If members of the lower house lose faith in the leader for whatever reason, they can call a vote of no confidence and force the PM to resign. Such a vote of no confidence was made against Stephen Harper on Friday March 25, 2011. That vote not only declared that Stephen Harper no longer had the confidence of the house but the house also found Stephen Harper guilty of the serious offense of contempt of parliament. Contempt of Parliament is the crime of obstructing the parliament in the carrying out of its functions, or of hindering any Member of Parliament in the performance of his or her duties.

NDP MP Don Davies is correct that the Conservatives won their majority in the pre-election campaign before the election was called.

In Canada pre-election campaign advertising is unregulated. The Conservatives won in the before the election was called with massive advertising. All they had to do was make sure corruption was not the only focus during the short election campaign. and they could carry their success in the pre-election to the polls. The removal of public political financing as has occurred in the June 6th budget will only lead to greater political favoritism and corruption of the public trust.

I bring to your attention the well documented findings of:

Corruption and democracy: Political finances - conflicts of interest - lobbying - justice (2008)
ISBN 978-92-871-6355-4
The Council of Europe Publishing

The effects of unregulated political financing is summarized on page 34. I also highly recommend reading the whole book.

At the same time, unregulated political finances carry considerable risks

- they exacerbate political inequality. The principle of "one person, one vote" is compromised by unequal influence bought through contributions. Financial contributions create an uneven playing field where big money (often coming from the corporate sector) has an undue advantage. Interested money may override equal voting rights and equal access to decision makers and elected office;

- political money may buy access to office and access to decision makers. Those in a position to contribute have a greater chance to be heard by political decision makers. And those able to finance political parties and electoral "pre-election" campaigns have bigger chance to secure places on election lists of established by political parties;

- elections may represent less a competition of political positions and ideas and more the ability of political parties and candidates to raise funds, leading to an arms or propaganda race disconnected from political debate;

- political parties and politicians risk being co-opted to represent and pursue particular interests rather than the common public interest. They are more accountable to those who pay than to their constituency. This risk is particularly great if parties rely on a small number of donors only. Parties relying on private funding may have a weaker connection to their voters and are less connected to party members. Party leaders may transform contributions into political capital to secure control over their party;

- unregulated political finances are not transparent. It is thus impossible for voters to determine whose interests politicians are representing, and to hold them accountable.

In Canada pre-election campaign advertisement spending is unregulated.

I bring to your attention the well documented findings of
Corruption and democracy: Political finances - conflicts of interest - lobbying - justice (2008)

Author(s) :
Alexander Seger, Drago Kos, Alvis Vilks, Ömer Faruk Gençkaya, Manuel Villoria Mendieta, Alan Doig, Siim Kallas, Rogier Chorus, William Dinan, David Miller, Pim Albers, Nihal Jayawickrama
ISBN 978-92-871-6355-4

In Canada pre-election campaign advertisement spending is unregulated. Stephen Harper is hoping people have forgotten how to read or cannot remember why Public Party Financing was introduced.

Lets start with this book

Corruption and democracy: Political finances - conflicts of interest - lobbying - justice (2008)
Author(s)

Alexander Seger, Drago Kos, Alvis Vilks, Ömer Faruk Gençkaya, Manuel Villoria Mendieta, Alan Doig, Siim Kallas, Rogier Chorus, William Dinan, David Miller, Pim Albers, Nihal Jayawickrama
ISBN 978-92-871-6355-4
Format : 16 x 24 cm
No. of pages : 220
Price : € 28 / US$ 42

This title is available in PDF.
ISBN : 978-92-871-6355-4PDF
Weight : 1364 Ko
Price : € 19 / US$ 29

Synopsis

Political corruption is an important challenge that democracies in Europe are confronted with. It contributes to the decline of citizens’ trust and confidence in democracy and weakens democratic principles and processes. Key areas of concern include:
- Political finances
- Conflicts of interest
- Lobbying
- Undue influence on the justice system.

This book contains contributions on each of these topics. They identity risks that corruption poses to the future of democracy in Europe, and they propose a wide range of measures for action which are not only aimed at preventing political corruption and enhancing transparency and accountability but also at rebuilding confidence in democracy.

http://books.google.com/books?id=yjmC0OvU0AIC&pg=PA65&lpg=PA65&dq=public+party+financing+democracy&source=bl&ots=nyTLZykQBQ&sig=jBM9Cbs-bn-7LlZNUtri8mKl7_c&hl=en&ei=QIAxTZOSKpD6sAPmxMmEBg&sa=X&oi=book_result&ct=result&resnum=8&ved=0CE0Q6AEwBzgK#v=onepage&q=public%20party%20financing%20democracy&f=false

You can find this authoritative book on the Corruption and democracy: Political finances

http://book.coe.int/EN/ficheouvrage.php?PAGEID=36&lang=EN&produit_aliasid=2294

or borrow this book from a library
...
http://www.worldcat.org/title/corruption-and-democracy-political-finances-conflicts-of-interest-lobbying-justice/oclc/225866717&referer=brief_results

select find library

type in your city name

Understanding Christian Beliefs, Gay Marrage

I welcome alternate views and comments. I wrote this a number of years ago.

Political Parties should be clear that they do not support or condemn Gay Marriage. Instead accept that freedom is entrenched in the Canadian Constitution.

When taken a political stand on religious issues it is very important to understand religion. There are many problems caused by mixing religion and politics. We only need to look around the world today to see these problem. For example, fighting non-believers so that believers can live according to their understanding of the commands of God, is still fighting. There are many examples today and throughout history of where religion has been manipulated and used as a political tool. In fact this is not a new problem.

About 2000 years ago, many Jewish leaders at the time freely used religion as a political tool. Christ clearly condemns them for doing so. Christ reaches out to everyone, not asking them to follow simple rules, but to search for the truth with help of the holy spirit. People who use religion as a tool for political gains as is in the case of gay marriage, stem cell research, etc, are the same people that Christ spoke against 2000 yrs ago. Remember the final temptation of Christ was to fall down before the devil and the devil would give all kingdoms. Unfortunately everyone who uses religion as a political tool does exactly that.

More to the point, a good tree bares good fruit. Every ideology and religion can be judged on this base. Neither the Bible nor any other religious book is about science and if it claims to be, it is a lie. Evolution vs. Creationism is strictly a political issue and not a religious issue. In fact creations evolve to meet ever changing challenges. Lesser things are simply manufactured. Abortion is rarely mentioned in the bible. The bible does not promote or condone a gay life style.

Christ teaches us not to use religion for political gains. For this reason political Parties should not support or condemn Gay Marriage. Instead should support the freedoms is entrenched into our Canadian Constitution.

Green Party candidate Richmond Delta

Need for a Monitored Independent Investigation into Toronto G20

An investigation into police tactics alone does not address the poor G20 planning, mismanagement of public funds, the security command issued orders, or directive under which those orders were issued. This monitored independent investigation is an opportunity to learn and improve so that public is served by all levels of government, police and security services.

The public's goal is to minimize government corruption and incompetence to ensure efficient usage of public resources/funds and that that government decisions making is competent and accountable. To achieve these public goals there is; the separation of power, independent selection of judiciaries and high ranking public servants, free and fair democratic elections and independent decentralized media. Incompetence is furthered by an inability to study mistakes of ourselves and others. It is through this learning process that competence is gained and errors are avoid. By definition public corruption is abuse of public office for private gain. The private gain may be a group's use of preferential access to government as means of improving their condition relative to other groups. It may be maintaining a government in power in order to enable continued preferential treatment. By its very nature corruption is secrete and requires deceit. As greater deceit is employed to hide incompetence, corruption grows unbounded unless checked.

Democracy requires an educated public with empowered votes voting in fair elections. Democracy is tool which enables empowered inclusion of those affected in collective decisions and actions. The educated public on which democracy depends requires decentralized independent media to prevent the influence of a group through preferential access to government or public. Only through both current and investigative reporting, independently reviewed can the public access the competence
and corruption of their public officials. The public does not have the resources to directly investigate government actions. Corruption is secretive, citizens are unlikely to have the knowledge they require to investigate, expose and combat corruption. Individual citizens who resist corruption face a public goods problem, no citizen has sufficient resources to investigate, expose and combat corruption. The public depends reviewed independent detail investigation of government actions required to investigate, expose and combat corruption. Successful examples of reviewed independent investigation of corruption, exposing and combating corruption include the Hong Kong Independent Commission Against Corruption combined with their independent Judiciary.

It is the public's low tolerance for corruption that ties democratic participation to controlling corruption. This is why "long exposure to democracy" predicts lower corruption. As the public's tolerance for corruption increases the tie between democratic participation and controlling corruption diminishes. Also required is a high amount of reliable information required to discern where corruption is present and empowered voting where their vote is effective for the public to exercise their intolerance for corruption an incompetence. This is why the public requires a monitored independent investigation into the G20. Governments not punished for corruption, are encouraged to increase their corruption “unjust exclusion or disempowerment” as means of retaining power. And the public has no choice, but to view any and all who stand in the way of reviewed independent investigations as supporters of corruption and also corrupt. In real terms as the tie between democratic participation and controlling corruption diminishes common people are increasingly likely to seek out increasing radical measures as burden of corruption grows.

- G20 planning. Why were the recommendations of Toronto ignored. Security at the CNE could have been obtained at a fraction of the cost? A military base which includes security could have been used with open land for demonstrations with very few targets for vandalism. Who was involved in the planning decision process and why was advice ignored to located the G20 at more easily secured location?

- G20 enormous mismanagement of public funds, A detail audit is required of the over 1.1 Billion spending.

- Confusion and high command order telling officers to stand down and not stop vandals even though they had more than sufficient manpower and equipment. Even with over 1.1 Billion in spending, individual citizens were required to take security into their own hands and take action to stop vandalism. http://www.torontosun.com/news/columnists/joe_warmington/2010/06/30/14564416.html Later police after first failed the public by their inaction during the vandalism, the police performed an unconstitutional mass arrest. Who ordered the mass arrests? Mass roundups and pre-emptive arrests have served a very unethical political purpose of deflect attention from the G20 policy decisions and legitimate concerns the peaceful public attempted to present. Who comprised the high command and from where did they receive their orders? It is unbelievable that individuals rising to this level of high command could have been so incompetent.

- Why did police deceive the public about the public works laws? Action must be taken when police do not honestly execute laws and regulations. This is police corruption.

These problems cross multiple levels of government, police and security services. Which have failed to protect and serve the Canadian public to various degrees.

This requires an independent investigation. Given that these problems cross multiple levels of government and police, I strongly suggest monitoring the independent investigation committee by international monitors who will publish at various point of the investigation, with a final full published report at the completion of the investigation. These monitors of the independent investigation committee provides a review necessary to insure complete and impartial investigation.

Therefore wise as serpents, and harmless as doves hating evil and loving good establish justice, faithful until death.

The challenge of copyrights

page 74, Intellectual property and open source By Van Lindberg

The “individual” economic benefits of copyright discussed in Chapter 1 are build on controlling expression, while the "aggregate economic" social and cultural benefits of copyright are based upon shared expression.

This problem of control puts copyright into a difficult economic position, comparable to the original market failure that prompted the development of copyright. Of course this is an issue with patents too, but the much shorter term of patent protection mitigates the problem. In the copyright world, the combination of strong controls, long term, and widespread incentives to share sets up a persistent unstable dynamic.

To clarify I added "comments" to the quote.
--------------
Shared information grows quickly. Where as controlled and restricted information is forgotten. Information is not a traditional resource which is reduced by consumption. Rather information grows through is consumption and reuse.

As the IT industry long discovered with IBM as good example, information in the form of software is difficult to sell. However the service of creating, refining and applying the information is highly profitable. The success of GNU software is much due to that shared expression creates a much aggregate economic benefit and as result faster growth. To maximum profits many companies have chosen to take a smaller piece of the fast growing shared information rather than taking slowly growing proprietor pie.

The economic model that relies on controlled expression is further complicated by the fact that no one owns all the information upon which their improvements/refinements are based.

Copyright is an important tool to insure due credit is given to the contributors and to insure open access required for future contributions. Copyrights perform other roles as well, but these are probably the two most important roles.

Timothy Webster
Green Party Candidate for Richmond Delta

Harper goes prorogue

Careful management of spending during this economic slowdown which could still turn worse is very important. The war in Afghanistan is very expensive. We don't know how expensive, because Harper has denied access to this information to protect himself from embarrassment.

I whole hearty supported Canada's mission to bring to bring good governance to Afghan. Only through good governance could win the hearts and minds of the Afghan people required for stability and lasting peace.
http://industry.bnet.com/government/10004569/canada-finds-war-expensive/
It is estimated that Canada will spend about $20 billion U.S. on defence this year. Again because Harper has denied access to military spending information it is impossible to know if this money has been spent efficiently or wasted corruptly. Lack of spending transparency is a major temptation for both Canadian military and Canadian government service corruption. We need a substantial military force in Afghanistan in order to provide security during the good governance mentored process. With reduced corruption the Afghan government would be able to win the hearts and minds of the Afghan people and police itself.

Our mission in Afghanistan has been sabotaged by our government complete failing in mentored good governance in Afghan. Our government under Harper failed to establish an Afghan independent anti-corruption commission required to route out corruption within the Afghan government, justice and prevent torture. In effect the act of routing out corruption within the Afghan government and justice required to prevent torture would have met Canada would have fulfilled its mission to bring good governance relatively free of corruption to Afghanistan.

Harper cannot deny the fact that he has actively disregard our mission in Afghanistan to mentor Afghan in the good governance. Instead Harper with his complacent support of torture and legal corruption within the Afghan government, must hid the facts and dismiss them as irrelevant. Harper's government refused to correct the prisoner transfer agreement problems they were made aware of by Dawn Black in April 2006. By this self denial under Harper's leadership actively disregarded our mission in Afghanistan to mentor Afghan in the good governance. Instead under Harper's leadership, those who have acted corruptly committing and allowing torture have been protected. Harper's leadership has in effect supported a corrupt Afghan government. Harper has called a prorogue in order to delay international required public investigation into the Afghan torture. Harper's Government is complacent to the Afghan torture which makes them accountable as war criminals.

Without the Canadian Government lead by Harper performing its required political role, our military has been crippled. The decision to mostly ignore the drug dealers, torture and other corruption has been a strategic blunder. Rebellion against the corruption within the Afghan Government gives the Taliban more than enough support. We have wasted the lives of Canadians who has died trying to bring lasting peace and security to Afghanistan. We have wasted untold billions, because Harper was/is unwilling to listen. We have wasted what was probably our only chance to bring lasting peace to Afghanistan and reduce the threat of terrorist who feed on the misery and corruption.

To quote news from Afghanistan.

FOB Jackson is currently home to Battle group headquarters for 2 Rifles. The area around the river is called the “Green Zone,” but just as appropriately could be called the Opium Zone. During season, the area is covered with colorful poppies, whose 2009 products are probably showing up by now on the streets in Europe. European money flows back here and buys fertilizer in the Sangin Market, which can be used to make bombs, produce more opium, get more money and make more bombs and grow more opium and make more money and bombs and grow more opium. Sangin is at once an ATM and weapons bazaar for the enemy. Nearly all fatalities in this unit have been caused by fertilizer bombs. The decision to mostly ignore the drug dealers has been a strategic blunder.

Canada falls behind from, lack of Telecommuniation Competition

VOIP via the Internet is the only phone we have. My family doesn't have a land line or a TV. Our computers are our phones, our TVs, our news papers and our library books.

My family relies exclusively on digital networks for phone service, news updates, entertainment and education. When we talk to friends and relatives over the phone our voice and video is digitized and sent over switched networks. Now even the oldest part of the telecommunication network the analog last mile has been effectively replaced by digital switch services, DSL, cable modem and wireless/cell. Analog television was discontinued this year in the United States and Canada is scheduled to end analog television in late 2011. Digital phone service can be delivered via PSTN and digital TV via ATSC. PSTN and digital TV require separately infrastructure. Where as all digital services can be delivered over the packet switch internet. As result it is cheaper for telecommunication companies to deliver phone, TV and Internet services over a single shared packet switched connection.

It is cheaper for consumers to purchase a broadband internet service and separately purchase VIOP and media services delivered over the packet switched broadband internet connection. High fidelity audio and video provided through PSTN are just another internet application with QoS guarantees. From a consumers perspective why buy broadband internet from a phone or cable company when they can be purchased for less from a local internet provider, who can purchase in bulk and deliver it via a local wireless/cell or building/block wired connection. The open competitive market place of local internet providers delivering local wireless/cell and building/block wired connections, realize a much more efficient market place with lower costs to consumers. The simple problem is billing benefits tremendously from economies of scale. In reality phone, cable and wireless companies are internet service billing companies which happened to also provide a local wireless/cell or building/block connection. Through the control of local wireless/cell or building/block provided broadband internet services phone, cable and wireless companies unfortunately vertically extended themselves into localized near monopolies. Allowing billing companies with very large economies of scale to extend themselves into localized near monopolies has resulted in limited local cellar data service competition. Lack of cellar competition has resulted in Canada having one of the highest cellar data access charges in the world. http://www.thomaspurves.com/2007/04/09/canada-worse-than-3rd-world-countries-when-it-comes-to-mobile-data-access/

There are a number of billing approaches which do not require internet service billing companies to be localized near monopolies exclusively providing local wireless/cell or building/block connection to broadband internet services.

The simplest is community internet service. An alternately is internet service billing companies charging customers for a sign on key. Which customers use to connect through anyone of number of local service providers the internet service billing company has an agreement with.

Community service works well when the majority are internet customers meet their of their internet needs from within the community area and the majority of the internet users are from the community. Community service can be used to provide store, school or city wide internet service.

The quality of wireless/cell or building/block internet services is insured through certification of local internet service providers. Certified internet service providers submit open bids to provide various types of service access in various areas. Users limiting connection to only certified internet service providers prevents a cracker providing temporary internet services gathering personal information for the purpose of identity theft. Redundancy is achieve by multiple service provider bids selected for service access in each area. Some suggested quality requirements include following spectrum usage requirements as laid out by CRTC, following Ipv4, Ipv6 service standards, meeting bandwidth and latency requirements. Local providers buy bandwidth from carrier providers and route customer bandwidth through multiple providers, in order to provide redundancy at the lowest bandwidth cost. The local providers summarize and publicly publish bandwidth consumption records. The community pays certified local providers according to the bandwidth they provided.

A limitation of community internet service is people outside the community may free load off the community internet service. This is not a problem for wifi wireless or building/block wired connections. Wifi is relatively short range. Wifi and wire connections require people outside the community to physically relocate themselves into the community in order to use the internet service. However it is easy for free loaders to abuse longer range wireless internet services such as cellar.

Community internet service cannot meet the needs of long distance mobile service and many communities may decided not to provide community internet service. In order to meet internet need where community internet service is not available, a customer buys a service sign on key from an internet service billing company. The customer would submit this key during the initial connection with a certified local cell/wireless provider. The local cell/wireless provider examines the sign on key and determines the issuing internet service billing company. If the provider has an agreement with the internet service billing company, the accepted sign on key is passed to the internet service billing company who authorizes access. The provider may have a dynamic agreement with the internet service billing company. Such agreements allow the internet service billing company to prefer lower cost providers first, enabling high cost providers after the lower cost providers are unavailable, being either full or off line. The quick rejection of the sign on key by the local provider enables the customer to quickly try multiple local providers until success.

As illustrated there are a number of billing approaches which do not require internet service billing companies to be localized near monopolies. Selling spectrum to internet service billing companies is selling them a monopoly to abuse the public and business who depend on internet services for their livelihood. http://www.neowin.net/news/main/08/07/20/canadas-wireless-spectrum-auction-is-coming-to-a-close
Instead local internet service providers should be certified to use the spectrum and competitively provided local access to customers. Separate internet service billing companies with very large economies of scale provide cost effective customer billing.

According to professor Milton Friedman, laws against monopolies cause more harm than good, but unnecessary monopolies should be countered by removing tariffs and other regulation that upholds monopolies. The internet service billing companies have unnecessary near monopoly control of local wireless internet service as result of the artificial barrier to entry created through spectrum sales.

Unique Nature of Information and Intellectual Property

My perspective regarding the economic nature and businesses needs driving the development of Information Technology.

Information is unlike traditional renewable and non-renewable resources which diminish as they are consumed and suffer from over consumption. Information does not diminish as it is consumed. Instead information grows with wider distribution and consumption. With wider distribution and consumption the growth rate of knowledge increases. Unlike traditional resources rationing information does not preserve this precious resource, but ratter as access to knowledge is reduced fewer contributors are able to pass on their precious knowledge and knowledge is lost. Knowledge and information does not stand in isolation.

Much of how our Information Technology has developed and will develop is direct result of the particular nature of information. Much has changed since the early years of mainframes, to Unix workstations, to personal computers, to web enabled technology. Accessibility and low cost distribution are the hallmarks of success. Unix workstations provided a common OS interface expanding its users and contributors. Personal computers with its common OS put computing power into the hands of the people, enabling low cost software through the massive customer base. At the same time proprietary software companies restricted access to the knowledge required to build their increasing complex computers systems. This gave advantage to the largest corporation which could assemble the largest pool of knowledge and contributors. In areas where communication and storage standards were not defined the largest corporation had ability to define proprietary formats and insure these formats were propagated through the large user base. However with the traditional proprietary model the knowledge required to understand the systems inner workings was a deeply held secrete, which met outside contribution was highly restricted. The growth and economic benefits of Information Technology has presented an increasing demanded for engineers and scientists. Deep knowledge of proprietary licensed systems is restricted, driving contributors to explore open systems with either optional sharing or mandatory sharing, BSD licenses or GPL licenses. Proprietary technology may come and go, but openly shared technology which comes out of BSD and GPL licensed solutions will remain.

Information Technology businesses require access to engineers and scientists trained in the deep inner workings of Technology on which Information Technology is based. Information Technology spans virtually all industries; industrial and mobile control, manufacturing automation, finance, distribution, sales, communications, consumer electronics and entertainment. I believe Universities of Science and Technology have an important role to play meeting the business demand for skill engineers and scientists.

Cost of Living and Late Families

In addition not only is the population of British Columbia and Canada aging, the birth rate is low. There are many factors contributing to this tread. Faced with a high cost of living and limited access to affordable multi-bedroom homes near transit, many people like myself have delayed having a family and will probably only have one child.

High cost of living also results in a higher supply chain cost, where labour is significant portion of this supply chain cost. A lower cost of living will reduce the burden of the aging population and make investment in British Columbia more attractive.

The cost of living is primarily housing, transportation and food. To reduce these cost it is important to build efficient cities which are not sprawling over a large area. Sprawling cities are the often the result of insufficient and inefficient redevelopment. Sprawling cities have very high personal transportation cost and semi-ironically very high housing cost when living within a reasonable commuting
distance/time. It is very important that expensive urban transit is not under utilized. In order to utilize urban transit it is important that the area around transit stations, which may be train/subway stations or bus terminals is redevelopment in a timely manner. Property value taxes do not accurately reflect the social value of land. High value land enjoying access to social transit services are
under valued. As a result people sit on this land preventing redevelopment. Traditionally property owners near transit stations hold on to their land in order to capture the increased land value which results from being near a transit station. The traditional practice slows redevelopment near transit, and result in a slower
property value appreciation which does not reflect the much high land value. Many more people would have an opportunity to enjoy access to transit if land near transit stations was more effectively redeveloped.

Near transit stations land value not property value should be taxed. Land near transit stations have an increase economic value of economical efficient transportation and should be taxed according. Land near a transit station has access a much higher transportation density. Height restrictions near transit are senseless. Green space regulations however do make sense.

For example land within walking distance to transit station should be taxed at assumed building hight of 10 stories. Of course public green space within this vivacity should not be taxed because of is significant social value to the community.

As the land value tax is phased in over a reasonable time frame of 5yrs, many land owners will redevelop the land as higher density. However not all transit stations are equally attractive for redevelopment. Taking this into consideration an urban development corporation should be formed to purchase property near transit
stations at the present market value + market real estate appreciated value. Failing this many land owners of low density property near transit stations would not have an opportunity to sell their property before incurring a significantly higher tax charge. And they would be rightly hostile and against converting from a property value tax to a land value tax. The land acquired by the urban development corporation
can be build into high density property.

To increase availability of multi-bedroom homes near transit, I believe it is a good idea for the urban development corporation to build much of the high density property with finished exteriors and unfinished interiors. Many stores and office buildings are already built this way. The unfinished interiors will allow first time home owners to buy a larger home and as a result start a family sooner. Young people are a very mobile work force and will often change jobs in order to advance their career. The transit access will enable many of them a ability to change jobs without needing to relocate themselves. With less disruption of their social network and access to schools there should be less pressure to delay having a family.

Demographic changes effecting Health Care

At this time I would like to highlight my concerns for British Columbia and Canada. We are about to go through some difficult times. And it is going to be more difficult than many expect. The reason is the aging population of British Columbia and Canada. Just as the aging population will result in a lower rate of violent crimes, it also will also result in a high health care demand for doctors.

Just as business plans for up coming market trends, Governments need to as well. The demand for doctors, dentist, and other health care professionals can be estimated with reasonable confidence. To meet this demand British Columbia needs to train doctors. British Columbia has many good Medical Universities and is able to produce and attract high quality students. The problem is just as British Columbia and Canada can expect an increasing demand for health care professionals so can United States. Many of our trained professionals will leave for the United States almost immediately after graduation.

To attract students into the health care profession I believe British Columbia should offer students up to the estimated number required student loan bonds. Like traditional student loans these cover education and basic living expenses. Unlike conventional student loans, student loan bonds will be forgiven if the student works a few years in Canada. Perhaps 3yrs for undergrad and masters and 5yrs for Phd. Of course students have the option of converting the full cost of their education tuition, living expenses and Provincial/Federal University funding into a loan, if they wish to leave instead of working a few years in Canada.

I believe student loan bonds are an efficient way for British Columbia to prepare for the demand in health care professionals. I also believe 3yrs and 5yrs is sufficiently long, even though this may not be sufficiently long for British Columbia, Canada to be fully compensated for the training cost. I significant number who stay these few short years will make connections with their communities and formal social relationships and as result stay longer.

Since a portion of University funding is Federal, I think it is important to highlight the future demand in health care professionals now and make it a Federal election issue.

Loss of Judiciary independence and increased corruption

Loss of the independence of the Judiciary is a serious matter.

It is because the Canadian Judiciary is independent it was able to reject recent laws imposed after the Sept. 11 terrorist attacks that went too far in curtailing basic rights and civil liberties in the name of public safety. In fact these laws where not even needed, as stated by the RCMP.

For more detail see. http://www.nytimes.com/2007/02/27/opinion/27tue1.html

The judicial independence threaten by Conservative Government nomination changes. http://jurist.law.pitt.edu/paperchase/2007/02/top-canada-judges-say-nomination.php
Harper is naming a police and crime victim representative to the judicial panels.
Again an additional nomination is only required to remove the independence of the judicial. A police representative can be filled as one of the three appointment available to the federal government.

Here is a good technical summary of the changes.
http://www.cjc-ccm.gc.ca/article.asp?id=3072
The government is now appointing a fourth member to serve on each Committee. A related change is to remove the right to vote for the representative of the judiciary, except in the event of a tie. This means that there are seven members who are ordinarily entitled to vote, with four chosen by the Minister of Justice.
Because the majority of voting members are now appointed by the Minister, the advisory committees may neither be, nor seen to be, fully independent of the government. This puts in peril the concept of an independent body that advises the government on who is best qualified to be a judge.

How do we know what we believe is true?

Everything I say is based on my beliefs. Everything you say, if you respond, is based on your beliefs. Our beliefs are the result of how we see the world and effect how we see the world.

Many people who claim to have found the answer to deep sociological questions have simply stopped searching. Of course when two people have a discussion we should always remember.

What I believe is correct with the possibility of being incorrect. And similarly what you believe is correct with the possibility of being incorrect. Belief alone is not enough to establish truth. What is needed is verified belief. A more verifiable belief is a more correct belief. This process is a growing process that can continue as long as people endeavor to verify their belief. However verifying a belief is hard work and beyond the willingness of many to work to such an extent.

Social systems based on beliefs and resulting actions are many ways like living organisms. They endeavor to reproduce themselves, for if no other reason members of the social system can live more easily with in it. Also there is a competitive evolution between social systems. It is to the advantage of the members of a social system to reproduce and draw more members into their group. Members of large social groups do not need to live outside their environment and as result are not second class citizens. There is many disadvantages to living as a second class citizen in society. And like wise being in a position of respect with in a social system has many advantages.

As an open question how do you verify a belief. A simple approach is to try to verify or disprove some core belief. As an example verify the existence or non-existence of GOD. However existence or non-existence of GOD is a belief and can not be directly verified. The existence or non-existence of GOD must be indirectly verified.

The next question is it really all that important to verify a belief. I am sure you are thinking I am little crazy at this point, but remember social systems are based on beliefs. If a social system does not benefit the greater good of mankind, then it must be based on some incorrect beliefs. Using the analogy that social systems are like living organisms. Rather than classify a plant as good or bad based on some unsupported belief, instead ask does the plant bear good fruit. A fig tree that does not bear fruit is just as much a weed as a throne bush, despite the fact that the fig tree came from the chosen seed. Often our beliefs are partially right and partially wrong. Even a dead branch which comes from the very vine itself needs to be cut off.

Balancing Land individual and social cost

The suburbs of today are designed and build for cars and not people. Suburbs are a land usage and pollution disaster, simply because social cost and benefits of land usage are not taken into consideration. The US sub prime crises is in reality also a housing crises which can be best solved by redevelopment, not new development. Development of new land while discarding existing developed land simply results in either the old development or the isolate new development being in practical terms discarded and worthless. The discarded worthless development, slums are trash that needs to be eventually cleaned up.

Suburbs are gobbling up the best farm land, because the social cost of losing this farm land forever is simply not reflected in the land price. To reflect this cost a land usage transitioning tax needs to be charged when ever land is transformed from natural wilderness or farm usage to urban or industrial usage. The land usage transition tax should be 8 times the selling price for farm or forestry usage. Also land in its natural green state, whether it is forests, farmland or parks within a city needs to be taxed a much low rate to reflects its social benefit.

Property value taxes do not accurately reflect the social value of land. High value land enjoying access to social transit services are under valued. As a result people sit on this land preventing redevelopment. This prevents redevelopment of this high value land, insuring continued low property values and denying cost effective higher density redevelopment. Many more people would have an opportunity to enjoy access to transit if this was not the case. Land near transit should be taxed based on the access to transit it provides. This land near transit should taxed at the same rate regardless whether it is 30 story high rise condo, or a parking lot. Height restrictions near transit are senseless. Green space regulations however do make sense.

History is about to repeat is itself.

Much of the hardship suffered in the great depression was the result of incredibly destructive land practices we would not even dream of today.
http://www.cyberspaceag.com/visitafarm/southwestkansasfarming.htm
One of the farming practices of that time was to burn the stubble - the plant stalks left after harvesting. At this time, all fields were planted back to a crop and burning made it easier to plant. But, burning destroyed the organic matter that would help the soil. One of the favorite farm implements of the time was called a "one-way". This implement would turn the stubble under, saving the organic matter, but it left the soil exposed to the hot sun and dry winds.

To Quote the author.
We here in Southwest Kansas have learned to live with "Mother Nature" rather than fighting her!

Fair and Free Canadian Elections

We have a responsibility to hold those who violate free and fair elections accountable.

Remaining in power those who violated a fair and free election will seek to influence opinion, and may succeed in decriminalize or otherwise avoiding justice due.

This means ALL PARTIES must vote their non-confidence of the government at the next voting opportunity. In other words how much money people have left over after life necessities, such as food, basic housing, essential transportation, essential clothing, essential telecommunications, medical expenses, education expenses and taxes. It doesn't mater how much money you make if you have nothing left to buy the extras you want, such as a TV, games, holidays, toys, entertainment and etc. Some more affluent people may wish to spending their discretionary money on non-essential medical or education, luxury car, luxury housing, expensive restaurant meals.

Wages can be lowered while discretionary spending increases, if the cost of necessities decreases through greater efficiencies. Great efficiencies in food production are achieved through the competitive farming industry. Retail is currently very competitive due to ready access to quick convenience comparison shopping through the internet. This keeps many essentials goods, clothing, personal hygiene, etc at cost effective prices.

Greater housing efficiencies can be achieved through less speculation cost in the housing market, greater land usage efficiency, and preferential construction of basic housing upgradable to luxury by the purchaser. Land usage rather than property value taxes are fairer and take into consideration the social cost and benefits of various types of land usage. Also land usage taxes prevent speculators from holding property within 0.5km of a transit terminal, station as low rise or other low value property. Zone density based on building density rather than building height far better reflects people's needs for privacy and green space for relaxation. Public housing corporations should build unfinished units, near transit with, but with finished public space, such as lobby, park, etc. This allows a low income family or wealthy family to live in the same complex. The wealthy family finishes their unit in luxury, while the low income family does not.

Through the reduction of land speculation cost, the cost of redevelopment is also reduced. The reduced cost of redevelopment enables higher density construction near transit, with the effect of increasing access to transit and reducing transportation cost. Also ready access to transit allows students who cannot drive the ability to choose from a number of schools. This competition for school openings through exam or competition scores, ensures cost effective quality education. Quality education provides industry a ready supply of required skilled workers.

Higher density housing does result in lower telecommunications home wiring cost, but there is much room for improvement beyond this. Third party bandwidth or content providers can sell data bandwidth, such as optical fibre, transmission tower access or media content to telecommunication companies providing access to user services. Vertical integration of telecommunication companies providing access to user services into data bandwidth in particular transmission towers prevents other companies entering the market place. Vertically integrated telecommunication companies gain a greater return by preventing further competition than they do from improving cost efficiency of their services provided.

Denying essential medical and education service to those who cannot afford results in greatly increase living cost and a shortage of skilled labour. By denying essential medical service causes families to suffer through loss of employment or reduced opportunities. This is particularly costly when opportunities of young people are reduced. For these reason basic medical and education services should be provided universally. People should be given the opportunity to upgrading their hospital rooms and other optional services.

Workers in countries with high cost of living due inefficiencies require higher wages, which in turn results in higher manufacturing cost. Over time manufacturing industry will relocate to achieve most the cost effective manufacturing. This move is not intimidate because of the high capital cost in manufacturing and time required to construct related transportation and infrastructure. Also non-manufacturing resource based industries cannot relocate, ill regardless of high wage cost, or other high cost. If the only industry that remains in a country is resource based then the country is not competitive just resource blessed. High wages also may be a result of lack of available workers, due to inadequate education, dangerous employment or living environment, and low prestige putting families at a disadvantage.

When did Christ's teaching include a political endorsement.

Unfortunately I attended a church for 6 months, where the Paster mixed biblical teaching from the bible with political endorsements. The fact that he never connected the biblical teaching directly with the political endorsement never bothered him. I remember asking him a couple times about something that was clearly not in the bible, but was a held belief. For example he believed, he knew in detail from the bible how our world was created. The fact is we don't know from the bible. He loved cars and truly believed it was our right as Christians to own and drive cars. Owning and driving a car has absolutely nothing to do with sharing God's love with your neighbour in need.

It makes me sick as a Christian to think he was member of the denotations national/international governing board. And every time he came back from a national or overseas meeting he was even more religiously assured of his political beliefs. Its unfortunate but Christian leaders like this make me want to run away from God. They believe that a Liberal Christian is not Christian. I am not in favour of homosexual Christian marriages, but otherwise I am not against non-Christian homosexuals. There are far worse crimes against humanity in my eyes. Because of this spoken view I am not a Christian in their eyes. Am I?, I feel my spirit taken away. I know I cannot give my life to care for others who may careless about me, without God's spirit caring my burden. I search the bible for answers, try to understand its teaching, listening to others for many times I am wrong, and asking God's spirit of caring love to live within me guiding me to a responsible life.

Thankfully I now have a Paster who ran away from the American bible belt. He understands when I said, sometimes I feel as a Christian trying to live my life without deceit, I have more in common with Atheist. Atheist are not religiously assured of their political believes.”

High Canadian Dollar Inflation

In two years the Canadian Dollar has risen 16%. August 2005 the Canadian Dollar was at 0.82 US. Now August 2006 the Canadian Dollar is at 0.95 US. The rapid inflation of the Canadian Dollar is economically irresponsible. This rapid inflation has resulted in unsaleable inventory and manufactured goods. As a result of the rapid dollar inflation, 16% has been subtracted from already tight gross margins. Left with negative revenue and with only an a increasing dollar in sight many companies have no choice but to move manufacturing out of Canada.

A disproportion amount of Canada's inflation has come from oil exploration. At the same time Canada has one of the lowest oil extraction taxes in the world. This has disproportionally attracted oil exploration money into Canada. At the same time other export centred sectors are facing deflation. Rather than increasing interest rates, while encouraging high oil exploration capital inflow by the disproportionately low oil extraction taxes. Canada should increase its oil extraction taxes to slow the high inflows of capital for oil exploration.

In 2006 Venezuela increased their oil extraction tax from 17% to 33%. At the same time Canada is set to reduce its federal and provincial oil extraction tax by 50%. Tax breaks and subsidies for the oil sands development only increase the capital inflow driving the rapid dollar inflation. Measures need to be taken to correct this economically irresponsible rapid dollar inflation. Please see out dated oil royalty system.
http://www.business.ualberta.ca/cabree/Shell/Check_Paper.pdf
http://alc.whitematter.ca/index.php/alc/content/shadow_energy_minister_hugh_macdonalds_presentation_to_the_royalty_review_p/

Fixing the oil royalty system by simplifying the tax and increasing the oil extraction tax will take pressure off the Canadian dollar. This will allow the dollar to be lowed. And if necessary the dollar can be increased or decreased slowing from the value it was before the rapid dollar inflation.
